Collars and Harnesses:

The most important thing about choosing the right dog collar or harness is the fit. It should not be too tight or too loose. In general, you should be able to fit one to two fingers between the collar and the neck of your dog, but this can very because of dog size and amount of hair that your small dog has. Many small dogs have a delicate trachea and pressure on this can lead to collapsing trachea and breathing problems. This is why many small dog owners opt to use a harness because it is supposed to put less pressure on the tracheal area. Talk to your veterinarian about which option is best for your small dog.

Hair matting can be an issue with both the harness and the collar. If you choose to use a collar, a rolled leather collar can help cut down on the amount of matting. If you choose to use a harness or a collar and your dog has trouble with bad matting, the best idea is to keep the hair in that area well-brushed and shorter than the rest of his hair.
